Utility Rates Review Council (URRC)

The URRC received a General Rate Application from Qulliq Energy Corporation (QEC) on October 27, 2017. The application was forwarded by the Minister Responsible for the Qulliq Energy Corporation for the URRC’s review and recommendation.

In its application QEC proposes changes to rates effective April 1, 2018 and April 1, 2019 that would begin a realignment of the existing community based rates in order to phase in territory-wide rates. The combined effect of the expiry of the existing fuel rider of 5.41 cents per KWh and the rate realignment would result in increases and decreases across communities in each of the 2018/19 and 2019/20 fiscal years as shown in the following tables for domestic and commercial non-Government customers.

As a result, of the combined impacts of the increases arising from phase out of the fuel rider refund and the move to Territory wide rates, certain Nunavut communities could see domestic energy rate bill increases up to about 8.3% (Example: Baker Lake) in 2018/19 and a further 8.3% in 2019/20; for commercial customers, certain communities (Example: Iqaluit) could see increases up to about 11.4% in 2018/19 and a further 8.3% in 2019/20.

Other communities could see domestic energy bills decreases up to about 4.8% (Example: Kugaaruk) in 2018/19 and a further decrease of 4.5% in 2019/20; for commercial customers, certain communities (Example: Whale Cove) could see decreases up to about 4.8% in 2018/19 and a further decrease of 4.6% in 2019/20.
