A message from the Utility Rates Review Council...

The URRC has received a request from Qulliq Energy Corporation (QEC) for a 1.50 cents per kWh fuel stabilization refund rider (FSR), effective from April 1, 2026, through September 30, 2026. QEC’s application for the refund rider was made in accordance with long standing Fuel Stabilization Rate Fund procedures. The Minister responsible for Qulliq Energy Corporation forwarded the request to the URRC on March 25, 2026, for review and recommendation.

As customers may be aware, diesel prices are expected to rise. In the interest of minimising future rate increases, the URRC recommended that QEC (and the URRC) not follow the parameters established for the Fuel Stabilization Rate Fund. The URRC recommended the interim refund rider be deferred, pending a full review to be completed by June 23, 2026.

If the FSR refund rider is required after the URRC’s review, and approval by the Minister responsible for QEC, QEC fuel stabilization riders are automatically applied to monthly power bills and customers do not need to fill out an application form.

A copy of the application is posted on QEC’s website at www.qec.nu.ca and is available upon request either through the URRC or QEC.

A message from the Utility Rates Review Council...

Qulliq Energy Corporation (QEC) has filed an application for approval of a Major Project Permit Application with the Minister Responsible for QEC to replace a generator set (Genset) in the community of Resolute Bay. QEC submitted that the Genset replacement is required to address reliability and capacity issues in the community. QEC stated the project will address its capacity planning criteria, address a unit that is beyond its useful life and address reliability issues related to the unavailability of spare or replacement parts.

QEC is proposing to replace the 320 kW unit G4 with a new higher capacity 500 kW unit. The total cost to complete the Genset replacement is forecast to be $5.953 million. This would result in an estimated $0.59 million increase in the revenue requirement and a 0.29 cent/kWh increase in the territory-wide rates. QEC noted that the project is expected to be completed by the 2028/29 fiscal year, however the rates would not be adjusted until subsequent General Rate Application.

The URRC would like to hear views from residents and businesses respecting this Application.
