A message from the Utility Rates Review Council
Qulliq Energy Corporation (QEC) has filed an application for approval of a Major Project Permit Application with the Minister Responsible for QEC. It is to upgrade the feeder distribution system that will interconnect the new Cambridge Bay power plant to the community. QEC is in the process of building a new power plant which is expected to come into service in 2029. The proposed upgrades to the distribution system are anticipated to be completed by the 2029/30 fiscal year.
In its application, QEC explains that it reviewed several options for connecting the new power plant to the existing system. The main goal was to choose the option that would reduce energy losses and maintain a stable voltage on the power.
The proposed project involves building a new substation on the north side of Cambridge Bay, installing new transformers, and adding new power lines. These lines will connect the new power plant to the substation and link the substation to the existing power lines in town, using both overhead lines and underground cables. QEC says these upgrades will help provide safe, reliable, and affordable electricity for Cambridge Bay and support the operation of the new power plant
The total cost to complete the distribution system upgrades is forecast to be $11.567 million. This would result in an estimated $0.946 million increase in the revenue requirement and a 0.46 cents/kWh increase in the territory-wide rates. QEC stated that rates would not be adjusted until after the project is completed, in a subsequent General Rate Application(s).
The URRC would like to hear views from residents and businesses respecting this Application.

The URRC is an arm’s-length council that gives advice to the Government of Nunavut about rates charged by utilities.
Member vacancy –Utility Rates Review Council (URRC)
The Nunavut Utility Rates Review Council (URRC) reviews applications from public utilities operating in Nunavut about rates and rate structure. The URRC’s mandate includes such matters as long-term debt, capital expenditures, and interim rates.
The Government of Nunavut is committed to creating a representative workforce; priority will be given to Nunavut Inuit who self-identify as being enrolled under the Nunavut Agreement.
Experience and willingness to learn is accepted. We encourage you to apply if you have the equivalent experience.
The URRC is seeking candidates to serve as a Council member; we are looking for members that:
- Have business and regulatory background that would prove to be an asset to the Council’s operations.
- Can commit the time to attend hearings and the time necessary to study and evaluate the matters brought before the Council.

For priority consideration, applicants are encouraged to identify themselves if they are beneficiaries under the Nunavut Land Claims Agreement.
Compensation is as outlined under the FAM directive 810. 6.6. It is $400 / day $200 / half day.
